The ten-minute vetting checklist that works for any plumber
Five checks, in order: verify the license on the Washington L&I lookup, confirm the bond and insurance the state requires, read the review pattern (count and recency, not just stars), insist on a written quote before work starts, and confirm the company pulls permits on permitted work. Total time: under ten minutes, and it filters out most of the risk.
The checklist works regardless of which company you're evaluating — franchise, family shop, or specialist. The full detail, including Bellevue-specific rate context, is in our plumber cost and pricing guide.
The five checks:
- License lookup at L&I — verify.wa.gov, or L&I's 'Verify a contractor' search. A valid plumbing contractor license, not just a business license.
- Bond and insurance — Washington requires a $6,000 surety bond and $250,000 general liability per contractor; both show on the L&I record.
- Reviews with pattern in mind — volume and recency beat a perfect score from three years ago; look for how the company responds to bad reviews.
- Written quote — verbal quotes are unenforceable; a flat-rate written quote before work starts is the standard reputable shops meet.
- Permit awareness — a plumber who says permits are 'not needed' for water heater replacement or sewer work in Bellevue is wrong (see our [permits guide](/learn/code-and-permits/when-you-need-one/)).
This happening in your home right now? A licensed plumber can talk you through the next step on the phone — 24/7, and the call is free.
☎Call a plumberThe five questions to ask before the truck rolls
Before agreeing to any dispatch — especially after-hours — get five answers in writing or by text: the exact dispatch fee and whether it's credited toward repair; the hourly rate including the current time multiplier; whether parts are at-cost or marked up from truck stock; who performs the work (employee vs subcontracted contractor); and whether the job needs a permit and who pulls it.
These five questions come from the billing anatomy in our emergency plumber cost guide — the three layers of an emergency bill (dispatch fee, hourly multiplier, parts markup) are all quotable in advance by any shop that knows its own pricing.
"Walk away from any quote that is verbal-only, skips the permit, quotes a sewer replacement without camera footage, pressures an immediate decision, or refuses to itemize parts and labor" — the red-flag list from our rates guide holds for every company in this market.
How the pricing models differ
Hourly billing prices time; flat-rate pricing prices the job; dispatch networks price the connection. Hourly favors the homeowner only on small certain jobs; flat-rate protects against time padding on complex work and is the dominant Bellevue model; dispatch networks sell access to licensed contractors with standardized flat-rate quotes and no commission incentive on the dispatched work.
None of the three models is inherently cheaper — the model determines who carries the risk of the unknown, not the price. The equalizer is the written quote: under any model, the number you sign before work starts is the number that matters. Washington requires every plumbing contractor to carry a license, bond, and insurance regardless of model, which is why the license check (above) comes before the model question.

Bellevue plumbing companies: a factual comparison
The companies below appear most often in Bellevue plumbing searches. The table records hours, scope, and pricing model exactly as each company publishes them — verify current details on the company's own site before deciding, and run the ten-minute checklist regardless of which you choose.
Bellevue Plumbing, Inc. is the exact-match local name — third-generation, operating since 1971 out of NE 24th St with a fixture showroom; the company's own Facebook page notes it no longer offers 24/7 emergency service, with live phone reception Monday–Friday, 8am–4:30pm. Roto-Rooter is the national franchise serving Bellevue with 24/7 plumbing, drain, and water heater service. Ally Plumbing runs 24/7 across the metro with a large catalog of city pages including sewer jetting. Zoom Drain is a drain-and-sewer specialist (flat-rate menu pricing, licensed ZOOMDD*822OE) operating from Seattle. Drain Authority serves the Bellevue area daily 8am–8pm with no trip fees (license DRAINDA756MA). Harts Services offers same-day plumbing, electrical, and HVAC booking from Tacoma.
This site — Bellevue Plumber Pro — is a dispatch network: we run the 24/7 dispatch line and this editorial library, and the work is performed by independently licensed Washington plumbing contractors on flat-rate written quotes with no commission incentive. That is a different model from the employee-based shops above, and it is the reason our pricing is published openly on every service page.

Disclosure: what this site is
Bellevue Plumber Pro is a dispatch network, not a single-shop plumbing company. We operate the 24/7 dispatch line and the editorial guides you are reading; dispatched work is performed by independently licensed, bonded, and insured Washington plumbing contractors on flat-rate written quotes. We publish our pricing openly and take no commission-based upsell from the contractors we dispatch.
We include ourselves in the comparison above on the same terms as everyone else — run the ten-minute checklist on us too: our dispatched contractors' licenses are verifiable on the L&I lookup, our pricing is published on every service page, and our position on permits (always pulled when required) is documented throughout this guide library. Any vendor page you read — ours included — carries its author's perspective; the license check and the written quote are what protect you regardless of perspective.
